Spyker says GM served with $3 billion damages claim

AMSTERDAM (Reuters) - Dutch sportscar maker Spyker said on Wednesday that General Motors has been served with the complaint that Spyker filed against it earlier this week and that GM is due to respond by August 28.

Spyker is suing General Motors for more than $3 billion on behalf of its subsidiary Saab, accusing the U.S. automaker of deliberately bankrupting the Swedish group by blocking a deal with a Chinese investor.

So, really, is there anything harder in the world than getting a feature film made? Running for president, maybe? but, believe me, you don?t want me to be president ?- seriously -- so films it is!

And finally, for the first time, it?s possible to make real feature films in a way that allows you to create a film the same way you?d make any other piece of art. Like a painting or a novel. With the new cameras and editing equipment, it?s finally in the power of filmmakers to make the films they want to make without having to? compromise for that which is commercial . You can make a film exactly as you want to see it. Exactly as it should be. Exactly as you dreamed it. You don?t have to answer to anyone except yourself. How liberating for the artist and how liberating for the audience!

But, even for no-budget films, there are costs involved that can?t be avoided. You can write a novel with some paper and pen if you want. You don?t even need a computer (yes, that?s right. No computer! Can you imagine?) You can paint a painting with 20 bucks worth of materials. But, when you make a film, you still have to buy food for your crew. You have to get permits. You have to record music. Yes, thanks to the new technology, these things can be done for next to nothing, but the key word there is ?next,? not ?nothing.?

So, enter Kickstarter, the last piece of the puzzle. With Kickstarter, filmmakers have the opportunity to raise those funds they need and have the support and love of people who really care about what they?re doing, and do all that while still retaining complete artistic control of their vision. It?s kinda? like the financial side of what Sundance Institute has been doing for us on the artistic side for the past three decades.

Jake Squared, the film that I?m doing, which starts shooting on August 16, is a crazy journey into the world of a filmmaker who decides to make a film to help figure out how he?s managed to screw up every relationship he?s ever had. But, the filming spirals out of his control and he winds up having what?s either a mystical experience, a nervous breakdown ? or both!

I planned on making this film no matter what, with whomever I was able to cast in the parts and, if I had to, shoot it on my Canon Hi Def home camera. But, luck smiled on me and I was honored to get the most amazing cast I could ever have imagined ? Elias Koteas and Virginia Madsen ? to join me, simply because they loved the script so much. Blaze out at Chevron Bay Area refinery; gasoline spikes

RICHMOND, California (Reuters) - An hours-long fire that hit the core of Chevron Corp's Richmond refinery, the second-largest in California, was extinguished early on Tuesday as fears of a months-long closure caused a 25-cent spike in regional gasoline prices.

A fire in the crude unit that spewed flames and a column of smoke high above the populous industrial suburb of east San Francisco Bay shortly after 6 p.m. local time on Monday was contained by 11 p.m. and then extinguished, Chevron said. Officials have allowed a small controlled burn to continue.

As traders recalled a similar fire on the same unit in 2007 that left the plant mostly idle for months, Los Angeles benchmark gasoline premiums spiked nearly 25 cents, driving up the price of the nation's costliest motor fuel and delivering a margin boost for competing refiners who may try to increase output. Wholesale gasoline was trading at about $3.25 a gallon.

Not all of the 245,000 barrel-per-day (bpd) plant, which accounts for one-eighth of California's refining capacity, appears to have been shut down, despite local media reports suggesting the sprawling facility had been idled.

"We are still continuing to operate," said spokesman Brent Tippen, adding that he could not yet provide details on which specific parts were running.

With the crude distillation unit (CDU) that apparently triggered the blaze believed to have shut earlier, it is unclear how long secondary units -- which rely on feed from the CDU to produce finished fuel like gasoline -- can keep running.

Trade sources who saw images of the 40-foot flames that burned for hours feared the closure could last up to three months, although other experts said it was too early to say.

"It's hard to judge the damage. There is a lot of volatile material there and so looks can be deceptive," said John Auers, a refinery specialist with Houston-based consultants Turner Mason. "If there is no major damage to the units, it could be a matter of days before it returns."

110 YEARS AND COUNTING

Richmond mayor Gayle McLaughlin said she would seek a full investigation by Chevron and independent sources.

Meanwhile, the Richmond Museum of History's event to mark 110 years of the refinery, which had been scheduled for 2 p.m. on Tuesday, has been postponed for now, Tippen said.

An order for more than 100,000 nearby residents to remain indoors had been lifted, and local transit stations had reopened, authorities said.

At Doctors Medical Center in nearby San Pablo, about 200 people sought help, complaining of respiratory problems. The Kaiser Permanente Richmond Medical Center said it saw about 150 people with similar concerns but had no hospital admissions.

In Richmond, where residents have long lived in the shadow of one of the oldest refineries in the United States, some wondered if it would sharpen debate between residents, who worry about the environmental impact of the plant, and politicians who often seek more tax revenues for the declining industrial city.

"I love living in this city. It's beautiful," said Mohammed Abolghasem, owner of Cafe Altura in nearby Point Richmond. He said when he was growing up in Iran everyone knew not to live near refineries, and he was wondered whether he should move.

"But next to a refinery, what do you expect?"

CRUDE UNIT

The fire started in the No. 4 crude unit, the plant's only CDU, at about 6:15 p.m., two hours after a leak was discovered, Chevron said. The workers investigating were evacuated once the leak, which Tippen said was the vapor of a hydrocarbon "similar to diesel," started to grow.

The company said there had been only one injury, which was a burn to the wrist, among the workers.

The extent of damage to the plant was not immediately clear. KGO-TV said in an online report that the plant had shut all production, which is common in cases of major fires.

The impact on markets now depends on the duration of the closure. A February 17 fire at the CDU of BP Plc's 225,000 bpd refinery in Cherry Point, Washington, led to a three-month shutdown and sent the regional price premium to more than $1 a gallon in some places.

Any lengthy disruption in production could affect the supply of fuel on the West Coast, particularly gasoline, due to the difficulty in meeting California's super-clean specifications. The region also has few immediate alternative supply sources.

"Chevron will have a hard time finding replacement barrels in an already short market," said Bob van der Valk, a petroleum industry analyst in Terry, Montana.

"Refineries are already drawing down summer-blend inventory in anticipation of the switch back to winter-blend gasoline."

It can take months to repair a CDU at a large plant, during which operations are typically severely limited.

Local residents had been advised to "shelter in place," an order often given during refinery accidents to shield against possible exposure to toxic chemicals or smoke. Sulfuric acid and nitrogen dioxide were released during the incident, according to a filing with the California Emergency Management Agency.

US to offer $2B in clean energy loans to S. Africa

(AP) ? The U.S. will offer South Africa up to $2 billion in loans to fund renewable energy ventures involving American companies, a top official said Monday, a potential boon for both the electricity-hungry nation and U.S. business interests.

The 18-year loans will be funded out of the U.S. Export-Import Bank, the government's vehicle for promoting U.S. export sales by providing low-interest loans for services and goods produced by American industries. The funding could be applied to a variety of projects, including wind, solar and thermal power, said Fred Hochberg, the bank president and chairman.

U.S. and South African officials plan to sign a formal agreement for the loans Tuesday as U.S. Secretary of State Hillary Clinton continues her visit to South Africa.

"The government here has really been a leader in thinking forward about energy policy," Hochberg told journalists during a break at a U.S.-South African business summit.

Companies that could benefit from the funding include General Electric Co., Santa Monica, Calif.-based SolarReserve LLC, and Siemens AG, Hochberg said.

South Africa, the continent's biggest economy, has seen its growth slowed in part due to an ongoing electricity crisis as public utility Eskom struggles to meet demand. Energy Minister Dipuo Peters told those gathered at the summit that investment in the country's power generation remained vital if the country ? and Africa as a whole ? is to grow into the coming years.

"Without access to energy services, the poor will continue to be deprived of the most basic economic opportunities to improve their status of living," Peters said.

Clinton, on a tour of African nations, later addressed the business summit, stressing the importance of expanding business, as well as diplomatic ties, with South Africa. It isn't just renewable energy at play here. Boeing Co. remains in the running to provide aircraft to South African Airways as it looks at updating its fleet, Hochberg said.

"This is the sixth country I've visited on this trip, and though each country in this fabulous continent is unique, I have delivered one consistent message: We want sustainable partnerships in Africa that add value rather than extract it," Clinton said.

However, business leaders at the summit acknowledged the challenges of doing business in Africa, including concerns about political stability and fears of potential takeovers of private industries by the government. While South African leaders continue to promise businesses free and unfettered access to their market, some politicians continue to raise the possibility of nationalizing mines and other industries.

Briton held by jihadist captors in Syria

A British photographer who was held hostage in Syria for a week said on Sunday that his captors were international jihadists who included several Britons.

Freelance photographer John Cantile and his Dutch colleague Jeroen Oerlemans were kidnapped in northern Syria on July 19 and freed a week later.

Writing in the Sunday Times newspaper, Cantile said he was held in a camp by some 30 Islamist militants from Britain, Pakistan and Russia's volatile republic of Chechnya.

He added that he and Oerlemans escaped with help from members of the Free Syrian Army, one of the groups fighting forces loyal to Syrian President Bashar al-Assad.

Both Cantile and Oerlemans were wounded when their captors fired shots after the fleeing men.

"I ended up running for my life, barefoot and handcuffed, while British jihadists -- young men with south London accents -- shot to kill," he wrote.

"They were aiming their Kalashnikovs at a British journalist, Londoner against Londoner in a rocky landscape that looked like the Scottish Highlands.

"Not a Syrian in sight," he added. "This wasn't what I had expected."

Cantile said that around a dozen of the captors spoke English and of these, around nine had London accents.

"Two of them were so Anglicised they couldn't speak Arabic," he said.

Britain's Foreign Office confirmed that Cantile had been held in a camp, and said it took any claims that Britons were amongst foreign fighters in Syria very seriously.

"We are monitoring the situation as closely as possible," a ministry spokesman told AFP.

"Clearly, the deteriorating security situation in Syria leaves a dangerous space for foreign fighters. The solution lies in securing robust international action to resolve the crisis."
