Theft of electricity is so pervasive in India that 15 to 30 percent of power is lost to illegal hookups, bill fraud, or nonpayment. Grid regulators face unexpected spikes in voltage if they can?t control the distribution of electricity.
The World Bank estimates that stealing from the grid reduces India?s gross domestic product by 1.5 percent. Worst of all, few investors want to put money into building new power utilities with so many juice pirates. That leaves India with little hope of lifting its poor by expanding access to electricity.
India?s blackout was a morality play for all the world to see. Dishonesty on a mass scale, especially when it is condoned with a wink by officials, can hurt any country.
India is only the most recent example of this.
In Greece, official lies about government overspending triggered the euro crisis in 2009, pushing much of Europe into a recession. Argentina?s leaders lie about the inflation rate ? even to the point of punishing analysts who tell the truth ? resulting in a slow economy. In the United States, some critics claim the massive lawlessness of 11 million illegal immigrants only contributes to a lax respect for the rule of law.
What?s the solution in such cases? For India and its power theft, the World Bank recommends this first step: ?Acknowledge the theft.?
Indeed, exposing wrongdoing is essential to ending it. Some states in India have raised the penalty for power theft. Many are trying other reforms. One obvious solution is the use of high-tech sealed meters that deter theft or prevent collusion with utility workers on the take.
Power theft is usually associated with high levels of corruption. Thus it is common ? and growing ? in many parts of South Asia, Africa, Latin America, and former Soviet states, according to experts.
The US is not immune. The Arizona Public Service Company did a study in 2000 and found about 15,000 electric meters had been tampered with, costing nearly $5 million a year. The US industry estimates a yearly loss of 1 to 3 percent to power theft.
One study in India?s most populous state, Andhra Pradesh, discovered that losses in electricity were 3 percent higher during election years. Politicians were winning votes by allowing power theft. And in years when no known criminal was running for office, the utility?s revenues rose 5 percent.
In 1999, power theft in Bangladesh was so bad that the government deployed 35,000 soldiers to recover debts and curb the stealing. Brazil, which also suffers from high power theft, has mandated the use of 60 million ?smart meters? by 2020.
Graft and power theft often go hand in hand, resulting in electricity outages. The blackout may finally spur India to deal seriously with widespread corruption ? not only with officials but with everyday electricity users. When so many people experience the darkness, that can flip a switch.

Businesses directly impacted by disaster, as well as businesses dependent on farmers and ranchers who have suffered losses, are eligible for low-interest loans
JEFFERSON CITY ? The U.S. Small Business Administration (SBA) is making low-interest disaster loans available to small, nonfarm businesses in all 114 Missouri counties and the City of St. Louis because of the prolonged heat and drought gripping the state, Gov. Jay Nixon said today. The Economic Injury Disaster Loans from the SBA are available because of the statewide agricultural disaster declaration issued by the U.S. Department of Agriculture at the Governor?s request.
?We?ve already taken extraordinary steps to help farmers and livestock producers who have suffered severe losses because of the heat and drought,? Gov. Nixon said. ?These loans through the SBA can help other businesses that also have been impacted directly by this disaster, or that depend on the farmers who have been hit hard.?
According to the SBA, small, nonfarm businesses; small agricultural cooperatives; small businesses engaged in aquaculture, and most private, non-profit organizations of any size may qualify for loans of up to $2 million to help meet financial obligations and operating expenses which could have been met if the disaster had not occurred. The disaster declaration issued earlier this month by the USDA makes farmers and ranchers eligible for low-interest federal loans from the Farm Service Agency.
Applicants may apply online using the Electronic Loan Application (ELA) via SBA?s secure Web site at https://disasterloan.sba.gov/ela.
Disaster loan information and application forms are also available from SBA?s Customer Service Center by calling SBA toll-free at (800) 659-2955, emailing disastercustomerservice@sba.gov, or visiting SBA?s Web site at www.sba.gov/services/disasterassistance. Hearing-impaired individuals may call (800) 877-8339.
The deadline to apply for these loans is March 18, 2013.

Communication is Key
Jim provides some tips for caregivers to help lessen the physical, emotional, behavioral and financial stresses associated with the complicated situation of caring for a loved one in need. Caregivers should recognize that caregiving is often difficult. Role changes, family history and generational differences are often complicated by communication problems. Most families have little or no experience talking about medical or financial issues so there is no history or ground rules for these conversations. One way to combat this is to have these conversations at the most optimal time and to understand the reservations that your loved one has. Is your mother at her best in the morning? Does your father communicate well after his nap in the afternoon? Is your mother-in-law comfortable talking about her health and her money? Is privacy the first concern for your uncle? Knowing how they feel about these issues and speaking to them when they are best able to participate in the conversation will help to make the difficult conversations a little easier.
Respite Care Is a Necessity, Not a Luxury
Many caregivers do not survive the caregiving process. Physical and emotional stress can lead to chronic illness, substance abuse and isolation. Managing your own well-being is as important as taking care of the one you love. It is important to remember to vent your feelings. A support group can be a great outlet for sharing and networking. Everyday stress management is important and meditation and keeping up your leisure activities goes a long way to sustaining well being. By simplifying life, developing plans and building networks a caregiver can help ease the stress of caring for a loved one.
