Verizon fixes yet another data outage

On Wednesday, Verizon Wireless customers had to deal with yet another data outage. Like previous technical glitches, the outage was resolved within a day's time and Verizon tweeted an obligatory line about things being back to normal.

At the time of the outage, Verizon's own support forums were filled with complaints from customers who had trouble with both 3G and 4G data service.

When asked about the issue though, a Verizon spokesperson said that the company was "investigating reports of some customers experiencing trouble accessing the 4G LTE network" and that "the network itself continues to operate and all customers continue to be able to make calls, send text messages and utilize data services." The spokesperson said that "3G devices are operating normally."

This statement gave us a case of d?j? vu.?On Dec. 21, Verizon customers faced a similar outage and the company's response was nearly identical:?4G issues were resolved, but 3G connectivity was said to have never affected. Prior to that, another outage occurred on Dec. 6.

We're not certain why Verizon denied any 3G-related network difficulties vehemently and repeatedly?? despite a steady stream of customer reports of the contrary?? but we have reached out to the company for comment. We will update once we receive a response.

In the meantime, we're simply glad that the complaints about both 3G and 4G difficulties do seem to have quieted down. Hopefully the third fix will have been the charm for Verizon.

Update: Late Thursday, Verizon issued a lengthy statement about the 4G service outage, although it gave no explanation for the cause. Each of the three outages this month have "been different from a technical standpoint," the company said. "Our engineers have successfully diagnosed those past triggering events, and they have not re-occurred."

The "recent issues that affected our customers? 4G ... service were unforeseen despite careful, diligent planning, deployment and ongoing upgrade programs."

As to customer complaints that 3G service was also affected, Verizon said, "Our 3G and 1X networks continue to reliably process calls, texts and data for customers with 3G devices ... It continues to perform at the high level that established it as the nation?s largest and most reliable 3G network."

The company did say that "for brief periods, such as on Wednesday ... 4GLTE customers could not connect to the 3G Network as quickly as we would have liked."

Verizon says it is taking "a number of steps, working closely with our network suppliers, to ensure the integrity of our 4GLTE Network. We continue to fortify and improve its performance, and our goal is that our 4GLTE Network meets the same high standards that our 3G Network has set for performance and reliability.

"Among the numerous measures we have taken or will take are: geographic segmentation, which enables us to isolate, contain and rectify network performance issues, and maintain service to the majority of customers when an issue does develop; and software fixes that we have developed, tested and applied regularly?? and will continue to do so. Both will improve performance and reliability."

Jobs, housing on tap as Wall Street points higher

(AP) ? Wall Street is pointing higher before the bell, with investors awaiting the latest data on jobs and home sales.

The Labor Department releases weekly unemployment claims at 8:30 a.m. Eastern time Thursday. While economists expect a modest uptick, applications in the previous report fell to the lowest level since April, and a modest increase likely won't dampen that trend.

Also, the National Association of Realtors reports on the number of contracts for new homes signed in November. October contracts were at the highest level in a year, albeit a terrible one. And a report Tuesday showed that prices for homes fell in most major cities.

Dow futures rose 0.24 percent to 12,110 and S&P 500 futures added 0.3 percent to 1,248.20. The Nasdaq composite rose 0.27 percent to 2,265.50.

Most European markets are higher, although investors are still uneasy about riskier assets. In France the CAC-40 rose 0.3 percent to 3,082, while Germany's DAX was 0.4 percent higher at 5,795. The FTSE 100 index of leading U.K. shares rose 0.2 percent to 5,516.

The euro slid to $1.2880, not far from $1.2860, its lowest level of the year. The euro, however, did hit a 10-year low against the yen.

Borrowing rates fell for a second day in Italy, although the country's premier warned that much more had to be done to convince financial markets that Italy could bring down its huge debt load.

Banks are still parking large amounts of cash overnight at the European Central Bank, suggesting they are afraid to lend to each other despite low interest rates.

Asian stock markets finished mixed in light trading. Japan's Nikkei 225 index fell 0.3 percent to close at 8,398.89. Hong Kong's Hang Seng Index closed 0.7 percent lower at 18,397.92. Australia's S&P ASX 200 fell 0.4 percent to end 4,071.10. Benchmarks in India and Singapore were also lower.

Other Asian markets posted small gains. South Korea's Kospi reversed earlier losses and closed 0.3 percent higher at 1,825.74. China's benchmark Shanghai Composite Index gained 0.2 percent to end at 2,173.56, while the smaller Shenzhen Composite Index added 0.1 percent to finish at 890.45.

Benchmark crude rose 34 cents to $99.70 in electronic trading on the New York Mercantile Exchange.

Economic collapse is public's big worry

Natural disasters, terrorist attacks, global disease ? if you?re so inclined, there?s no shortage of major issues to fret about these days.

Still, a new poll finds that the catastrophic event Americans are most likely to be worried about is economic collapse.

The pollsters asked Americans to choose the top three catastrophic events that worry them the most. The top choice was ?economic collapse,? with 63 percent choosing that option.

Natural disaster was second, at 46 percent, and terrorist attack ranked third at 44 percent.

Market research firm Leiflin Inc. asked the question on behalf of the EcoHealth Alliance, a conservation group that also works on global disease issues. One-third of the people surveyed said a global disease outbreak was one of their top three worries.

The poll of about 1,000 Americans, conducted this fall, had a margin of error of 3 percent.

Sunlight and bunker oil a fatal combination for Pacific herring

The 2007 Cosco Busan disaster, which spilled 54,000 gallons of oil into the San Francisco Bay, had an unexpectedly lethal impact on embryonic fish, devastating a commercially and ecologically important species for nearly two years, reports a new study by the University of California, Davis, and the National Oceanic and Atmospheric Administration.

The study, to be published the week of Dec. 26 in the early edition of the journal Proceedings of the National Academy of Sciences, suggests that even small oil spills can have a large impact on marine life, and that common chemical analyses of oil spills may be inadequate.

"Our research represents a change in the paradigm for oil spill research and detecting oil spill effects in an urbanized estuary," said Gary Cherr, director of the UC Davis Bodega Marine Laboratory and a study co-author.

On the foggy morning of Nov. 7, 2007, when the container ship collided with the San Francisco-Oakland Bay Bridge, bunker oil contaminated spawning habitats for the largest U.S. coastal population of Pacific herring?a month before spawning season.

The new study, which analyzed Pacific herring embryos following the spill, highlights the effects of bunker oil on fish embryos in shallow water, the potential significance of sunlight interacting with oil compounds, and the extreme vulnerability of fish in early life stages to spilled oil.

Specifically, the study found that components of Cosco Busan bunker oil accumulated in naturally spawned herring embryos, then interacted with sunlight during low tides to kill the embryos. Laboratory fertilized eggs, caged in deeper waters, were protected from the lethal combination of sunlight and oil, but still showed less severe abnormalities associated with oil exposure.

Crude oil is naturally occurring, liquid petroleum. Bunker oil is a thick fuel oil distilled from crude oil and burned on ships to fuel their engines. It is contaminated with various, sometimes unknown, substances.

The study builds on research following the 1989 Exxon Valdez spill, which released up to 32 million gallons of crude oil into the comparatively pristine environment of Prince William Sound, Alaska. That research established a new paradigm for understanding the effects of oil toxicity on fish at early life stages.

The new study suggests that this old paradigm is inadequate to explain the dramatic, lethal effects of very low levels of oil on fish embryos, even in an urban estuary with preexisting background pollution.

"Based on our previous understanding of the effects of oil on embryonic fish, we didn't think there was enough oil from the Cosco Busan spill to cause this much damage," Cherr said. "And we didn't expect that the ultraviolet light would dramatically increase toxicity in the actual environment, as we might observe in controlled laboratory experiments."

Researchers began the new study in February 2008. They analyzed the levels of oil-based compounds in caged herring embryos at four oiled and two non-oiled subtidal sites, all of which were at least 1 meter below the water's surface. Naturally spawned embryos from shallower sites were also analyzed.

Three months after the spill, caged embryos at oiled sites showed nonlethal heart defects typical of oil exposure.

But embryos from the shallower, intertidal zone not only exhibited the nonlethal heart defects, they also showed surprisingly high rates of dead tissue and mortality unrelated to heart defects.

"These embryos were literally falling apart with high rates of mortality," said Cherr.

In 2008, almost no live larvae hatched from the natural spawn collected from oiled sites.

The high death rates did not seem to be caused by natural or manmade causes unrelated to the spill, the researchers report. No toxicity was observed in embryos from unoiled sites, even those near major highways.

Embryos sampled two years later from oiled sites showed modest heart defects but no increased death rates.

Pacific herring is a commercially and ecologically important species. The fish travel in large schools, typically from the San Francisco Bay north to the Bering Sea, and serve as a forage fish for humpback whales, other mammals, birds and salmon. After two years at sea, they spawn in shallow areas of bays and estuaries.

"In San Francisco, herring is one of the last urban fisheries, and herring is an indicator for the health of the Bay," said Cherr.

Plex media app: streaming soon to Nook Tablet and Color

Well, well, if it isn't the famed iOS and Android media jock (read: Plex) making its way to the Nook universe. The application's now gone through yet another good-to-go regime, and if all goes according to plan, it should be hitting Barnes & Noble's virtual stores in the coming days. For those of you out of the loop on Plex's offerings; the service acts as a media server ready to stream online and locally stored content, which are great features to have -- especially when someone limits how your internal storage can be used. We've got no info on how much cash you'll have to spend to start using the goods on your Nook slates, but we can imagine it'll be around the same ($4.99) as its other platform variants.

RIM Calls Report of BlackBerry 10 Flaws 'Uninformed' (NewsFactor)

Struggling manufacturer Research In Motion is standing by its initial statement about the delayed release of BlackBerry 10, following a published report that the operating system is too flawed to release.

"RIM made a strategic decision to launch BlackBerry 10 devices with a new, LTE-based dual-core chip set architecture," the company said in an e-mail Thursday. "As explained on our earnings call, the broad engineering impact of this decision and certain other factors significantly influenced the anticipated timing for the BlackBerry 10 devices. The anonymous claim suggesting otherwise is inaccurate and uninformed."

RIM Co-CEO Mike Lazaridis said in an earnings call earlier this month that the release of BlackBerry 10 won't be ready in the first half of 2012 because dual-core, long-term evolution chipsets to give the devices 4G data speeds would not be available in time.

Trashed, Anonymously

However, Boy Genius Report, citing an unnamed source described as a high-level RIM employee, reported Thursday that the delay is because "RIM is simply pushing this out as long as they can for one reason, they don't have a working product yet."

BGR's source also said that looking at the current operating system used in RIM PlayBook tablets offers some insight into problems with e-mail and BlackBerry messaging that may affect phones using the upgrade, and that "there's no room for a fourth ecosystem" of independently developed apps after Apple's iOS, Google's Android and Microsoft's Windows Phone 7.

But RIM said it "will not launch BlackBerry 10 devices until we know they are ready, and we believe this new chip set architecture is required to deliver the world class user experience that our customers will expect. Any suggestion to the contrary is simply false. "

In other BlackBerry news, Comwave, which makes an application allowing free voice over Internet protocol long-distance calls to dozens of countries, announced a version for the platform.

The app had previously been available for Apple's iPhone, and a version for phones powered by Google's Android operating system was announced earlier in the week. After registering for the service at Comwave's Web site for an annual fee of $30, BlackBerry users can download the app for free from the BlackBerry App World and call people in 57 countries without long-distance charges.

'Cheaper Than Skype'

The service is not unlimited, though. It includes 250 minutes per month for one year. Both Comwave and RIM are based in Canada. The company also created the ePhone app for BlackBerry's PlayBook tablet. Comwave promises that its rates for overage are cheaper than video-calling service Skype.

"With consumers loving our iPhone and Android apps, a BlackBerry version was a natural progression," said Yuval Barzakay, president and CEO, in a press statement.

But while added VOIP capability may increase the appeal of BlackBerry devices at a time when they are losing ground to Android and iOS, analysts see a new operating system as Priority One.

"I don't think apps, no matter how popular, will help RIM in the short term," said J.D. Power and Associates wireless tech analyst Kirk Parsons. "They need an updated OS platform badly and the longer they wait the harder it will be to regain share."

In October, comScore said RIM dropped 5 percent in market share during the previous three months, to 19.7 percent of the market, as Android rose 5.6 points to lead with 43.7 percent.

How the major stock indexes fared on Wednesday (AP)

Technology stocks fell Wednesday, dragged down by a weak earnings report from business software maker Oracle Corp. Broad market indexes were flat. The Dow Jones industrial average eked out a gain of 4 points after having been down 104 points at midday. Technology stocks were the issue, with IBM the biggest decliner of the Dow's 30 stocks. IBM fell 3.1 percent, and Oracle fell 11.7 percent.

The Dow gained 4.16 points, or 0.03 percent, to close at 12,107.74.

The S&P 500 index gained 2.42 points, or 0.19 percent, to 1,243.72.

The Nasdaq composite index fell 25.76, or 1 percent, to 2,577.97.

For the week:

The Dow is up 241.35, or 2 percent.

The S&P 500 index is up 24.06, or 2 percent.

The Nasdaq is up 22.64, or 0.9 percent.

For the year to date:

The Dow is up 530.23 points, or 4.5 percent.

The S&P is down 13.92, or 1.1 percent.

The Nasdaq is down 74.90, or 2.8 percent.

Laura Prudom: 'The X Factor' Winner Revealed: Melanie Amaro Beats Chris Rene & Josh Krajcik

The winner of "The X Factor" is ...

After her name was announced, Melanie was utterly speechless. All she could do was whisper, "Oh my god," several times when Steve Jones tried to get a comment out of her. Her family rapidly rushed the stage to hug her, while her mentor, Simon Cowell, commented: "America, thank you for giving this girl an opportunity ... She is a star, I'm very proud and very grateful."

Somehow, Melanie was expected to perform after hearing the news. It was perhaps the first time all season that she sounded less than perfect. She was understandably forgetting the words and missing her cues as she sobbed, surrounded by family and the other contestants.

After the performance, she finally managed to gather herself enough to address her fans. "Thank you so much," she sobbed. "I don't even know what to say -- God is good!" Simon Cowell succinctly summed up the night by insisting, "We came here to find a superstar and we found a superstar."

Josh Krajcik came in second. Chris Rene came in third.

If you're interested in what happened during the rest of the show, here are some highlights:

We kicked off with a supremely awkward group number (what else is new?) in which the final 12 performed Lady Gaga's "The Edge of Glory" with no discernable sense of timing or harmony. Thankfully, some enterprising individual backstage made certain that Lakoda Rayne's microphones were turned down, but there was no disguising how shaky Chris Rene sounded and Rachel Crow pretty much shouted her lines. An inauspicious start, to say the least.

The final three then had the opportunity to perform one more time -- without the added pressure of shilling for votes. Melanie was up first with a typically Mariah-esque rendition of "All I Want For Christmas Is You," which was note-perfect, as always. She was certainly the most vocally accomplished finalist, but I do understand the concerns of her critics who argue that her performances all sound the same or seem derivative of other artists. Because her tone is similar to the Whitneys, Mariahs and Beyonc?s of the world, it will be far harder for her to carve out a niche for herself in the crowded female music marketplace, while Josh and Chris undeniably have more unique sounds. L.A. praised Melanie enthusiastically (for once), insisting, "That beautiful voice you have is the best friend a song has ever met." Nicole took the opportunity to get in one more nonsensical critique, calling Melanie a "princess goddess warrior."

Chris followed with "Have Yourself a Merry Little Christmas," and no matter how much I respect and admire the guy for how far he's come, he still can't carry a tune. He hit some smooth notes in his upper register, and warmed up to the song as it progressed, but ... yikes. Simon admitted that the competition would not have been the same without Chris, calling him an inspiration. Paula called him stylish and stylized and in possession of great style (we have a new drinking game!), before dubbing him the "most original" contestant.

Last up was Josh, with a raspy and engaging rendition of "Please Come Home For Christmas." He seemed confident and comfortable on the stage, without any need for gimmicks. I think Simon was completely right when he predicted that Josh would sell a lot of records in the future. L.A. admitted (rightly) that judging Josh has been the toughest this year. "You've been so good that I'm always at a loss for words when it comes to you," he said, while Paula called him "magical."

Then came an unlikely duet of "The Christmas Song" between Justin Bieber and Stevie Wonder (I wonder how much of a bump the ratings got thanks to the Beliebers), before the teen pop icon tackled "Santa Claus is Coming to Town" solo. Bieber brought Drew out to sing the last line and made my cold, cynical heart melt; what would "The X Factor" finale be without one last teenage meltdown? Steve Jones acted like the drunken uncle who embarrasses you every year at Christmas dinner, by pointing out that Drew's dream was to hold hands with Justin on a beach as they watched the sun go down. Classy, Steve -- this is why everyone wants you fired. I am MORTIFIED on Drew's behalf, but she took it with grace and good humor, and I'm not going to lie, I'm thrilled for her; that moment was probably as good as winning the whole competition to her.

With much fanfare and prevaricating, our third-place contestant, Chris Rene, was revealed. I've got to say, I was shocked (and pleased) that the voters didn't let a compelling back-story distract them from vocal weakness, and I know that Chris will go on to sell plenty of records under either L.A. or Simon's tutelage, so it doesn't feel like much of an injustice. Chris remained a gentleman to the end, remarking, "I feel amazing that I got to do this, that I'm here, and that God has blessed me with so many opportunities. I've just gotta say thank you." L.A. insisted that he was still proud of his contestant and that Chris was still his man.

Then Steve did a terrible job of corralling Josh and Melanie back to the stage, leading to an abrupt cut to commercials. When we returned, we marched right back into awkwardsville by revisiting the top five most shocking moments of the season, culminating in Rachel Crow's traumatic elimination. Luckily, Rachel then joined our hapless host on stage to prove that she hasn't been committed to any kind of psychiatric facility following her breakdown, and after reassuring her fans that good things are coming soon for her, she told Steve that she wanted to steal his job. Can I register my approval of this idea now? Her 20 seconds reading from the teleprompter seemed more natural and charismatic than Steve has appeared all season. She introduced Leona Lewis, who proceeded to show everyone how it's done with a flawless rendition of "Run."

So. Much. Filler.

50 Cent and the L.A. Lakers took the stage for "Wait Until Tonight" and "In Da Club," the latter of which also featured Astro, who held his own admirably. Is 50 Cent any more relevant than Avril Lavigne these days, though? After an embarrassing Nicole vs. Paula "cry-off" segment, they rolled out Pitbull featuring Ne-Yo (and Marcus Canty!), and I found my will to live rapidly eroding.

Melanie and Josh then gave us a very cute duet of "Heroes" that proved to be an excellent showcase for their talents, even if their voices didn't mesh particularly well on the harmonies. The two had great chemistry, but I was mostly just relieved that Chris wasn't part of the final two, since there's no way he could've held his own against Melanie or Josh's crisp vocals.

Then, at long, long last, the winner was finally revealed, and Melanie's tearful celebration was hard-earned and incredibly touching. Josh was a graceful runner-up, praising his competition for her great voice and remarking that he was glad that he had been able to be himself and sing the songs that he wanted to sing throughout the competition.

So Melanie Amaro has been crowned our first ever champion of "The X Factor" in the U.S., with a Pepsi commercial and massive recording contract to keep her occupied. We may never know if it was pure talent that won her the top spot, or Simon Cowell's careful PR management that painted her as an underdog, even when she was the strongest competitor; but based on vocal talent, the Floridian was undeniably deserving.

Still, some burning questions remain: Will the cardboard cutout that passes for a host, Steve Jones, return to abruptly cut off the judges and inadvertently insult the losers again next season? Will Nicole Scherzinger be entrusted with mentoring another batch of competitors when she seems to think that she still is one? Will more people tune in? We'll find out next year.

Neighbors cash-in as West sits out quiet boom in Laos (Reuters)

VIENTIANE, Laos (Reuters) ? The Japanese cars and sport utility vehicles that clog the streets of Laos's once sleepy capital are testament to the changes quietly under way in a county once seen as a basket case isolated for decades behind Asia's bamboo curtain.

Shopping malls are under construction, mobile phone shops and modern coffee houses with Wi-Fi are popping up in Vientiane, the bicycles that thronged roads lined with golden temples are rarely seen, replaced by imported motorcycles and cars.

These are some of the fruits of a quiet economic boom that's steadily transformed a secretive country little known in the West beyond the tales of backpackers and Vietnam War veterans.

Nominally communist since the overthrow of a U.S.-backed government in 1975, the former French colony is courting neighboring China, Vietnam and Thailand to develop resources and infrastructure, and they are piling in, indifferent to the risk aversion that keeps Western firms on the sidelines.

A big Thai-led dam project was suspended this month pending environmental surveys, but other Thai-built hydropower projects are underway across Laos's network of waterways. Vietnamese agribusinesses are proliferating and Chinese firms are pouring into the mining and transport sectors.

Little has changed in Laos' one-party political system and its rulers are trying to emulate the market-based authoritarianism of China and Vietnam with pro-business reforms, with some success. The once fragile economy has grown an average 7.9 percent a year since 2006.

Asian Development Bank Country Director Chong Chi Nai said the mountainous, jungle-clad country was becoming an economic success story, but growth should not be its sole focus.

"The challenge for Laos is not the amount of funds coming into the country, but whether these funds are invested in a responsible and environmentally sustainable manner," he said. "But there's no doubt Laos is on the right track."

SOLID GROWTH

International financial institutions forecast economic growth of between 8.1 and 8.6 percent this year -- one of Asia's highest growth rates -- fuelled by hydropower production, copper and gold mining, tourism and domestic consumption.

Laos's $7.5 billion economy is dwarfed by its neighbors 790 times smaller than China's, a 14th of the size of Vietnam's, and roughly two percent of Thailand -- but it has more than doubled since 2006, as has GDP per capita, which jumped from $600 to $1,200, according to World Bank data.

But it's still off the radar to Western companies concerned about regulation, labor capacity, a lack of transparency and Laos's very cozy political and business ties to its neighbors.

"Laos is still seen as a frontier market by most foreign investors, but there's strong potential," said a Western diplomat in Vientiane. "Trends in the investment environment are generally in the right direction."

Urban Laos is modernizing fast, with 19 commercial banks and new special economic zones offering tax breaks. The mobile phone sector is thriving, with its five operators boasting a staggering 10 million users among the 6.4 million population, suggesting many customers use several numbers.

A $7 billion Chinese-led high-speed railway linking China with Thailand is planned and national carrier Lao Airlines last month expanded its fleet of eight propeller planes with the $91 million purchase of two Airbus A320 airliners.

Perhaps its most significant leap was a stock exchange launched in January, a $20 million venture with Korea Exchange, Asia's fourth-largest bourse operator.

Only its top lender, Banque Pour Le Commerce Exterieur Lao (BCEL), and Electricite du Laos Generation Company (EDL-Gen) have listed on the Lao Securities Exchange (LSX) and trade is too sparse to interest funds, although private equity funds are starting to take notice.

LSX CEO Dethphouvang Moularat said the priority was to educate skeptical firms about regulation to make them more competitive and boost investor confidence.

Internet and cellphone provider Enterprise of Telecommunications Lao (ETL) and cassava and tapioca firm Lao-Indochina Group are expected to list in early 2012.

Lao Airlines, Lao Brewery Company -- a 50-50 joint-venture between a state firm and Danish brewery Carlsberg -- and diversified Lao World Group would also join.

"These enterprises are becoming aware that the benefits of listing on the LSX are greater than the risk they may take," Dethphouvang told Reuters in an e-mail.

THAIS TAP ENERGY

But for now, the boom is fuelled by mining and hydropower, accounting for 80 percent of foreign direct investment (FDI) and half of gross domestic product (GDP) growth.

Export revenue from copper and gold from Laos's two big mines was projected to reach $1.3 billion and $240 million respectively this year, double the 2009 figure, according to the International Monetary Fund (IMF).

Thai firms dominate hydropower. With dozens of new dams, Laos aims to become the "Battery of Southeast Asia," providing 8 percent of its power by 2025, with the potential to generate 28,000 megawatts (MW). Half of that is committed to neighbors by 2015.

Output doubled in March 2010 with the start of the $1.45 billion, 1,086 MW Nam Theun 2 hydroelectric dam, a joint venture between Electricite de France, Lao Holding State Enterprise and Thailand's Electricity Generating Pcl.

Thai miner Banpu and Ratchaburi Electricity Generating Holding Pcl each hold 40 percent stakes in the $3.7 billion, 1,800 MW Hongsa Lignite thermal power plant, set to be Laos's largest power station when completed in 2015.

But these plants are prime targets for environmentalists. Laos recently bowed to pressure from Cambodia and Vietnam and shelved the $3.5 billion, 1,260 MW Xayaburi Dam on the Mekong River, in which Thai builder CH Karnchang Pcl, has a 57 percent share and Thai state-run EGAT, has 12.5 percent.

Japanese experts will investigate the potential dangers of Xayaburi, which activists say could impact 60 million people, wipe out fish species and block fertile silt from flowing to Vietnam, the world's second-biggest rice exporter.

RISKY BUSINESS?

Economists are bullish about Laos's potential but say much needs to be done. Corruption, rudimentary regulation and limited skilled labor have put the country second-bottom in East Asia and the Pacific, ahead of East Timor, in the World Bank's Doing Business survey.

The IMF says Laos had made "impressive progress" but needed proper data, banking supervision and streamlining of procedures.

Bounthavy Sisouphanthong, vice minister for planning and investment, takes issue with the low ranking and says attention should be paid to political and economic stability, reforms initiated and incentives available for investors.

"Growth is here, we've increased our FDI but we're still ranked low and we need to change that," Bounthavy told Reuters by telephone. "There may be a negative perception, of slow progress and difficulties in investment, but this is changing."

That perception suits China, Thailand and Vietnam, Laos's biggest sources of FDI. Official data since 2000 shows Vietnam has invested $2.77 billion, China $2.71 billion and Thailand $2.68 billion, and they have little competition.

Critics say that's because too many projects are agreed opaquely and informally, through incentives and lobbying of the political elite -- arrangements that frustrate Western firms.

"Where does this leave Western companies? Well, at a certain disadvantage, not only from the business cultural angle but also from the business ethics point of view. This environment may suit regional companies as it scares off competition," said a Western diplomat.

CHINESE INTEREST

Vietnam has a foot-in because of its close political relationship, but China appears to be using its wealth to muscle in on Hanoi's turf.

China sees Laos as its gateway to Southeast Asia's 600 million people and $2 trillion GDP, and bilateral trade with Laos has grown 40 percent to $1.1 billion annually since 2009. Chinese banks have offered loans to Laos to hire Chinese firms to build infrastructure, including $3 billion from the China Development Bank alone.

China is bargaining hard, not just for influence but for long-term land and agricultural concessions in return for help, sometimes causing friction, with land promised in return for a national stadium not forthcoming and the rail plan put on ice over a concession dispute.

China's growing presence is also contentious, with concern about gang crime linked to Chinese casinos and an influx of migrant workers settling after work is finished.

With Western companies sitting out the boom, Laos seems happy to rely on its neighbors and gain from their competition.

"The politics of Laos is the politics of patronage. They like to play China and Vietnam off each other," said Ian Storey, a Laos expert at Singapore's Institute of Southeast Asian Studies.

"Vietnam still has the inside track politically. What Laos does is try to balance its relations with Vietnam and China, not favoring one over the other, and get benefits from both."
